The state government of
Arunachal Pradesh has asked
Central Electricity Authority
and Power Grid Corporation of India
to immediately start planning and
implementation of transmission
projects associated with the
upcoming hydropower projects in
the state. Taking a proactive stance in
development of hydropower, the
state government has been taking up
the issues with Central authorities to
expedited action.
In communication to Central
authorities, the state government
mentioned that CEA and PGCIL
need to immediately start basinwise
planning for transmission of
power from these projects and start
implementing projects so that there
is perfect synchronization in
commissioning of generation and
transmission projects. Though CEA
has started some preliminary
exercise in that direction in
advance, firm planning has to be
started immediately, state
authorities asserted.
Arunachal also requested CEA
and Central Water Commission to
expedite the detailed project report
clearance for the upcoming projects.
The state authorities, in a
communication to the power
ministry, informed that though the
state is getting get full cooperation
from CEA and CWC but on account
of their manpower constraints,
DPRs are not getting approved in
time leading to further delays in
various activities that are dependent
on DPR clearance. Eight DPRs are
already submitted to CEA and
CWC; 15 are to be submitted in 2011
and six are expected to be submitted
in 2012.
To fast-track hydropower
development in the state, the
Arunachal Pradesh government has
decided to regularly undertake review
exercise for all the proposed power
projects in the state in consultation
with Central Electricity Authority,
Central Water Commission, Ministry
of Water Resources, and Power Grid
Corporation of India Ltd.
Apart from review of progress,
issues relating to various clearances
from Central government and state
government organizations are also
identified. Other hindrances likely
to come in the way of these projects
are also taken into account and help
is extended to the power developers
in all possible ways to overcome
those impediments. The state
government of Arunachal Pradesh
has so far allotted 135 hydropower
projects with the total installed
capacity of 41,584 mw to be
developed on various rivers in seven
major river basins in the state—
Tawang, Kameng, Dikrong,
Subansiri, Sing, Dibang and Lohit.
