A consortium of ICSA (India)
and Dongfang Electronics
Company Ltd of China has
won a SCADA distribution
management system in Tamil
Nadu. The order, valued at around

140 crore, was placed by state
utility Tamil Nadu Generation &
Distribution Corporation Ltd
(Tangedco). The SCADA-DMS
project is part of the Centrally
sponsored RAPDRP initiative that
aims to bring down ATC losses to 15
per cent by 2012.
According to information
available from official sources, the
SCADA-DMS project will be
implemented in seven towns in
Tamil Nadu- Coimbatore, Tirupur,
Tirunelveli, Chennai, Madurai,
Salem and Tiruchirappalli.
The power ministry has
mandated the SCADA scheme for
towns that have a population
exceeding 4 lakh and input energy
of over 350 million kwh. Pan India,
SCADA-DMS will be implemented
in 71 towns, spread over 19 states,
under the aegis of the power
ministry. Power Finance
Corporation of India is the nodal
agency for this project. It may be
mentioned that Karnataka is
implementing SCADA-DMS in six
of its qualifying towns, on its own,
without the intervention of the
power ministry. There are seven
other towns where SCADA will be
implemented even though both the
population and input energy
criteria are not fulfilled. Another
four towns - two each in
Maharashtra and Uttar Pradesh -
will have SCADA implemented by
the respective private power
distribution franchisees.
The Union power ministry has
empanelled 15 SCADA
implementation agencies, and the
ICSA-Dongfang consortium is
believed to be the first to receive the
formal letter of intent.
