Rajasthan appears to be making
good progress with its PPP
initiatives in the power
transmission sector. Having awarded
three projects so far, it is in the midst
of seeking developers for another
two. This makes it the highest
number of power transmission
projects to be awarded by any state
government utility, to the best of
Electrical Monitor's knowledge.
Speaking to Electrical Monitor
from Jaipur, a senior official of
Rajasthan Rajya Vidyut Prasaran
Nigam Ltd, the state power
transmission utility, said that in the
next three months, developers for
the fourth PPP power transmission
project will be finalized. The official
noted that the project, referred to as
PPP-4, elicited good responses and
that ten developers, including some
international names, were in the
final race. The PPP-4 project
involves setting up of a 400kV
transmission system involving a
double-circuit 260-ckm line
between Babai (Jhunjhunu) and
Jaipur (North) along with
400/220kV substations at Jaipur.
Elecnor of Spain is also amongst the
bidders for PPP-4, it is learnt
independently. A senior Elecnor
official, interacting with Electrical
Monitor on email, stated that it is
bidding in partnership with KEC
International Ltd, India's largest
turnkey EPC company in the power
transmission sector. The KECElecnor
duo is also in the fray for an
inter-state power transmission line
that is being coordinated by Rural
Electrification Corporation, the
Elecnor official said.

It may be mentioned that
Rajasthan has awarded two
transmission projects (PPP-1 and
PPP-2) to GMR Energy, while the
third (PPP-3) was won by Emco Ltd.
(See table for details). GMR Energy
has taken over two special purpose
vehicles formed by RVVNL-Maru
Transmission Service Ltd and
Aravali Transmission Service Ltdthat
will act as transmission service
providers. While Maru will develop
the 400kV Bikaner-Deedwana-
Ajmer line running 255 km, Aravali
will be entrusted with the 150-km
400kV Hinduan-Alwar line. Both
lines will also involve substations
and associated infrastructure. GMR
Energy is expected to invest Rs.200
crore in the two projects that also
mark the group's entry in the power
transmission sector.
Meanwhile, RRVPNL has
extended the last date for
submitting bids for its fifth project,
PPP-5, from March 6 to April 24,
2012. The RRVPNL official noted
that both the RfQ and RfP will be
opened on the same date. The
extension in the bid submission
date was the result of revision of the
bid documents based on
suggestions received by potential
developers at the pre-bid meeting.
The PPP-5 project involves setting
up of a 400kV double-circuit line of
490 ckm from Jodhpur to Udaipur,
and associated substations.
